Justine enjoys working with nonprofits, small businesses, public schools, and universities solving data problems and helping drive data informed decision making. She has over twenty years of experience in the field of Early Childhood, Smart Start in North Carolina, for whom she provides her program evaluation & data expertise to ensure program accountability and data integrity while measuring their impact. She strives to help agencies maximize the use of available technology and focus their energy on achieving their mission. Most recently, she has focused on data tracking and analysis, specializing in maximizing use of Excel, Access and Google Sheets - powerful tools!

Justine has extensive program evaluation and development experience in the field of early childhood with multiple local Smart Start Partnerships and non-profit agencies.  Following college, Justine learned first hand about the amazing development of very young children as a Toddler Teacher in St. Louis – an age group that remains especially dear to her. Next, she provided ongoing support to families of children with cancer as a Case Manager, learning more about the challenges health problems create for families.
She moved to North Carolina in 2000 to obtain her dual Masters degree in Social Work and Maternal & Child Health, Public Health and after graduating, moved from direct services work to organizational level work. 

In 2002, Justine began her work behind the scenes in the Early Childhood System at Child Care Services Association.  Following an internship within the ‘Family Support’ Department, their CCR&R, she was hired full time by the T.E.A.C.H. Early Childhood® Project as the Special Projects Coordinator, including running the T.E.A.C.H. Early Childhood® Health Insurance Program.  Next, Justine served as Evaluation Coordinator for Wake County SmartStart, Inc. (WCSS) and then Program Evaluator for the Orange County Partnership for Young Children, providing her with ample background in local full time Smart Start program evaluation.  At both Partnerships, Justine was a key staff person responsible for multiple evaluation and data related duties. 

​Coinciding with the birth of her first child in 2006, she founded Justine Can Do It, LLC to continue this work via consulting.

In 2013, she was awarded a Level 12 NC Early Educator Certification

She continues to provide Program Evaluation & Support for Early Childhood agencies and works with many North Carolina Smart Start local partnerships including:
